According to an announcement in the O’Fallon Economic Development Department’s latest newsletter, Payne Family Homes has earmarked half of the site for commercial development, with a grocery store, retail offerings, office space, medical buildings, and a hotel. It would also feature high-end multi-dwelling units.

“Seems like only yesterday we were stepping foot onto the stripped bare old Monsanto property to start getting the culverts constructed for the roads of Winghaven to cross over. Back then is was just us carpenters, labors, iron workers, a bunch of foundation forms and a heck of a lot of concrete trucks.
